Abstract:

Abstract In this study, an analysis of the functionality of the Development Agencies, which are introduced recently within the context of public administration reforms, is conducted. This study encompasses the functionality of the development agencies in terms of inspection of planning. The purpose of this study is; to examine the functionality of the Development Agencies between the local and central institutions and to suggest a model afterwards. Apart from central administration, this study also comparatively examines the future projections of Istanbul Metropolitan Municipality (IMM) for the period of 2014-2019 by utilizing the content analysis method, and tries to apply a hermeneutical and fictional method to define the functionality of the Development Agencies within the framework of their contributions to the problems emerged. As a result of these examinations, it is concluded that the future projections of the central and local institutions / organizations don’t constitute an integrity with the future projections of IMM. It can be claimed that there is a lack of a powerful system that can inspect the integrity of the central and local institutions’ future projections. Based on the data obtained, in order to constitute an integration between local and central institutions, a model is suggested.
