Abstract enIt is impossible for public administration not to be affected by the change of social, psychological and economic environment. The information age, in which information technologies has been mostly utilized, forces public organizations to attain private sectorlike efficiency, public organizations should manage processes, and with effective leaders, should manage the change, the organization and the projects. When considered the ways of solution to the problems such as efficiency in public sector, high performing effective leadership practices in management will be important for staff encouragement and for strategic alignment of organizations. The public manager of information society may become a leader by considering democracy instead of autocracy, by determining the policy instead of rules, having broad vision, highlighting creativity instead of imitating, and commenting the risk as reaching the oppourtunities instead of avoiding dangers and finally create a team and increase the citizen satisfaction. The concept of new public management and governance discussed today, it is considered appropriate that determining the right things and doing them is more important than conducting things in an effective way.
