Abstract enAbstract The aim of this study is to determine to what extend the poor relief used in poverty and struggle against poverty which is an important reason though not the basic reason of the social problems, is determinative on the people’s feeling themselves excluded. In this context, following the brief the explanation of poverty, both the social exclusion stemming from poverty and the available structure of poor relief were investigated, and finally the social exclusion dilemma was addressed. This is followed by a discussion on poverty control and social exclusion which aims to develop an alternative perspective to relieve poor from the viewpoint of poverty and social exclusion.
