Abstract enIt must not be neglected by the all team's component in a team, the individuals who comprise team, administration and all sub-groups should behave with a common team spirit in which “we” is more vital than “I”. In Turkeys Public Administration, Because of having dominance in central and hierarchical structure, generally the idea of consulting sub-degrees and involved them decision making process is being perceived as devolution of authority or sharing power. Primarily for us to claim a team work in an institution's success, inner relations of institution must function properly. The aim of establishing the teams is for being effective and productive has to realize the purpose of the team work and team soul should be understood with all components. In an efficient and productive team, team should be available for transparent communication and members could state their ideas and proposals freely. After having been occurred conceptual framework, at the Productive and Effective Teamwork on Public Administration so as to reach target how is supposed to be is studied by creating model. Besides, how teamwork is useful in practice, when the team spirit is understood with the all team members has been analyzed.
