Ülkeler kalkındıkça yaratılan refahın nasıl paylaşılacağı da iktisadi bir sorun olarak gündeme gelmektedir. Bu makale Türkiye için 1990 sonrası dönemde kalkınma ve gelir eşitsizliği ilişkisini incelemektedir. Bugüne kadar yapılan çalışmalar kişi başına gelir ile gelir eşitsizliğini ilişkilendirirken, bu makalede kişi başına gelir yerine Birleşmiş milletlerin kalkınma ölçütü olan İnsani Gelişmişlik Endeksi (HDI) kullanılmıştır. İnsani Gelişme Endeksi bireylerin refahını ölçtüğü için kişi başına gelir kavramına göre kalkınmaya dair çok daha isabetli bir referans olmaktadır. İnsani Gelişmişlik Endeksi ile gelir eşitsizliği arasındaki ilişkiyi incelemek için ARDL sınır testi kullanılmıştır. Bulgular Türkiye’de kalkınma arttıkça gelir eşitsizliğinin düştüğünü ancak kalkınmanın ileriki safhalarında tekrar artma eğiliminde olduğunu göstermektedir. Kuznet ünlü makalesinde ülkelerin kalınma seviyeleri arttıkça ülkedeki gelir eşitsizliğinin önce artacağı sonra tepe noktasına varıp düşme eğilimine gireceği savını ortaya atmıştır. Bu makalenin bulgularına göre ise, literatürde ters U hipotezi olarak bilinen Kuznet eğirişinin Türkiye’de tam tersinin geçerli olduğunu göstermiştir. Buna göre Türkiye’nin kalkınmışlık seviyesi arttıkça Türkiye’deki bireyler arasındaki gelir daha eşitsiz şekilde dağılma eğilimindedir. Ayrıca bu sonuç, gelişmekte olan ülkelerin kalkınma serüveninin gelişmiş ülkelerdekinden çok farklı seyredebileceği görüşünü desteklemektedir. Zira gelişmiş ülkeler kalkınırken, etraflarına teknolojisi ve verimliliği üstün ve zor rekabet edecekleri ülkeler olmadan kalkınmışlardır. Gelişmekte olan ülkelerin ise bu dezavantajı kalkınma serüvenlerini gelir eşitsizliğini şiddetlendirecek farklı bir rotaya sokmaktadır.

Distribution of produced wealth in the process of development become one of the main topics to discuss in economics. This paper examines the relationship between development and income inequality in Turkey for after 1990. While studies so far have correlated the income per capita with income inequality, this article employed the Human Development Index (HDI) from United Nations as a benchmark. Since Human Development Index measure individuals’ welfare, it is a better reference than the concept of income per capita. ARDL bound testing method was used to study the relationship between Human Development Index and income inequality. The results indicate that the income inequality decreases during development process but also it is apt to increase in the further phase of development in Turkey. In his famous article Kuznet declared that income inequality in a country would first increase and then decrease after reaching its peak during the process of development. According to the findings of this paper, the reverse of Kuznet’s inverted U hypothesis is valid in Turkey. Besides, these results support that developing countries’ development path can be significantly different from that of the developed countries, for the developed countries have developed without the existence of other developed countries with high technology and productivity. This disadvantage of developing countries put their developing process on a path which deteriorates their income inequality.
