Foreign aids, generally, are defined as donations, credits and debts handed out by a country or by an international organization to another country or international organization in order to promote the economic and social development, enhancements in democracy and human rights, social equality or to provide the general requirements in emergency etc. Developed countries are generally considered as the aid providers and developing countries as the aid receivers during this interaction. Foreign aids have been subsistent for approximately 70 years in an increasing manner, and today they have a volume of billions of dollars. Although the path of foreign aid is paved with goodwill, the financial and ethical problems surrounded by this exhibit of aid have been remarkable debate issues as foreign aid has recently become a global problem. Foreign aid is generally presented as compassion and mercy, but it results with harm rather than aid, and mostly in favor of aid providers instead of the receivers. In other words, according to Amin foreign aid is considered as the reason of problem instead of the solution of it (as cited in Sogge, 2003).
