Sağlık Çalışanlarının Performansa Dayalı Ek Ödeme Sisteminde Ücret Adaleti Algısı: Tepecik Eğitim ve Araştırma Hastanesi Örneği

Performansa dayalı ücret sitemleri tüm dünyada ve sektörlerde yaygın bir şekilde uygulanmaya başlanmıştır. Rekabet baskısı karşısında işgücü verimliliğinin sağlanmasında çalışanların performanslarının artırılması temel çıkış noktası olarak kabul edilmektedir. Bu anlayış sağlık hizmetlerine de yansımıştır. Ülkemizde sağlık hizmetleri alanında uygulanan “Performansa Dayalı Ek Ödeme Sistemi”  acaba çalışanlarca nasıl değerlendirilmektedir? Sistemden beklenen başarı, çalışanların algı ve tutumları ile yakından ilgilidir. Bu çalışma ek ödeme sisteminin sağlık çalışanlarınca nasıl algılandığı ve sistemle ilgili tutumlarını belirlemeye yönelik bir araştırmayı içermektedir. Araştırmada bir kamu hastanesinde görev yapan sağlık personeli ile gerçekleştirilen saha araştırmasında 165 sağlık çalışanı ile veri toplanmıştır. Elde edilen bulgulara göre sağlık çalışanlarının aslında Performansa Dayalı Ek Ücrete karşı olmadıkları, ancak adil bir şekilde uygulanmaması sonucu ücret doyumlarının düşük olduğu tespit edilmiştir. Çalışanların, sistemin sağlık personeli arasında adaletsiz uygulandığı algısını taşıdığı ve yapısal değişiklikler beklentisi içinde oldukları tespit edilmiştir.

the performance-based sites have been widely applied in all over the world and industries as the basic output point of increasing the performance of employees in ensuring the labor efficiency across the competition pressure, this understanding is reflected in health care services in our country in the field of health care services, “performance additional payment system” was evaluated by employees who are closely related to the perception and attitudes of the successful employees expected from the system, this study includes a research on how additional payment system is perceived by healthcare workers and determining the attitudes related to the system in a public hospital in the research research, which is based on health care personnel who are based on the expectations of the health care staff, but a fair health care of the employees who have been implemented in the health care of their health care staff

Abstract   Performance-based salary system has been applied widely in sectors and around the world. Increasing employee performance to provide labor productivity against competitive force is considered as the starting point. This point of view is reflected to health care system. How ‘Performance-based Salary System’ that is applied in our country on health care system is evaluated by Health Care workers?  The success expected from the system is closely related with the perception and the attitude of the workers. This study aims to determine how performance-based salary system is perceived by health care workers and their attitude towards the system. The data of this research has been collected after a field research among 165 health care staff who work for a public hospital. It is detected that Health Care Workers are not against \"Performance-Based Supplementary Payment System\" but the their salary satisfaction is low due to the fact that it is not applied fairly. It is also detected that workers think that the system is applied in an unfair way and they expect structural changes in the system.
