On altıncı yüzyılın başlarından itibaren ortaya çıkmaya başlamış olan kapitalist ekonomi ve üretim ilişkileriyle birlikte egemen iktidarın klasik yapısının da değişmeye başladığı herkes tarafından kabul edilen bir gerçekliktir. Michel Foucault, 17. yüzyıldan itibaren ortaya çıkmaya başlayan bu iktidar tipini, yaşam üzerindeki iktidar olarak tanımlar ve bu iktidarın iki farklı iktidar tekniği veya teknolojisi kullanarak iki farklı biçimde geliştiğini iddia eder. Yaşam üzerindeki iktidarın birinci aşamada kullandığı iktidar tekniğinin adı anatomo-politika iken, ikinci aşamada kullandığı, yani, 18. yüzyılın ortasından itibaren oluşmaya başlayan iktidar tekniğinin adı ise, biyo-politika’dır. Düşünüre göre ilk iktidar teknolojisinde insan bedeni esas alınırken, ikinci iktidar teknolojisinde nüfus temel alınmaktadır. Bu makalede ilk olarak Michel Foucault’nun politika felsefesinden hareketle, biyoiktidar ve biyopolitika kavramlarının anlamlarını açıklayabilmek ve sözü geçen kavramların anlamlarını netleştirebilmek amaçlanmaktadır. İkinci olarak ise, Foucault’nun biyopolitika kuramını hem takip eden hem de bu kuramı eleştiren bir düşünür olarak Giorgio Agamben’in, politika felsefesindeki yaşam politikasının olanaklarını ele almak amaçlanmaktadır. Agamben, çağdaş pek çok düşünür tarafından, olumsuz bir biyopolitik perspektife sahip olduğu gerekçesiyle eleştirilmektedir. Bu sebeple bu makalede Agamben’in olumlu bir biyopolitik perspektife de sahip olduğu iddia edilecektir. Üçüncü olarak ise, hem Foucault’nun hem de Agamben’in biyopolitika kuramını eleştiren, geliştiren ve yeni bir biyopolitika kuramı ortaya koyan Michael Hardt ve Antonio Negri’nin, yaşam üzerindeki iktidara karşı, yaşam olanaklarını artıran politika anlayışının, biyoiktidarın alternatifi veya panzehri olarak yorumlanabileceği iddia edilecektir. Böylelikle bu çalışmada esasen, her üç düşünürün de biyopolitika teorisinden hareketle, biyoiktidarın yaşam üzerindeki baskıcı ve kısıtlayıcı varlığına rağmen yaşam politikası temelinde yeni bir politik toplum tesis edebilmenin teorik ve pratik imkânları üzerine betimsel bir araştırma yapmak amaçlanmaktadır.
It is a reality accepted by everyone that the classical structure of the sovereign power began to change with the capitalist economy and production relations that began to emerge from the beginning of the sixteenth century. Michel Foucault defines this type of power, which started to emerge from the 17th century, as power over life and claims that this power develops in two different ways by using two different power techniques or technologies. While the name of the power technique used by the power over life in the first stage is anatomo-politics; The name of the power technique that he used in the second stage, that is, that started to emerge from the middle of the 18th century, is bio-politics. According to the thinker, while the human body was taken as the basis in the first power technology; The second power technology is based on population. In this article, it is aimed to explain the meanings of the concepts of biopower and biopolitics and to clarify the meanings of the aforementioned concepts, based on the political philosophy of Michel Foucault. Secondly, it is aimed to discuss the possibilities of life politics in the political philosophy of Giorgio Agamben as a thinker who both follows and criticizes Foucault's biopolitics theory. Agamben is criticized by many contemporary thinkers for having a negative biopolitical perspective. For this reason, in this article, it will be claimed that Agamben also has a positive biopolitical perspective. Thirdly, Michael Hardt and Antonio Negri, who criticize and develop both Foucault's and Agamben's biopolitics theory and put forward a new biopolitics theory, can be interpreted as an alternative or an antidote to biopower, with the understanding of politics that increases life's possibilities against the power over life will be claimed. Thus, in this study, based on the biopolitics theory of all three thinkers, despite the oppressive and restrictive existence of biopower on life; It is aimed to make a descriptive research on the theoretical and practical possibilities of establishing a new political society on the basis of life policy.
