The constitutional movements have been one of the major events having a great impact on Turkish political, judicial and intellectual life since the Ottoman times. Main frame of our study includes the declaration of the Second Constitutionalism in 1908 and its external impacts around the world with respect to international relations. This study specifically deals with the perception of the declaration of the Second Constitutionalism and Kâmil Pasha government by the British diplomacy and public. Therefore, we will examine the Turkish-British relations depending on the declaration of the Second Constitutionalism
