It was experienced important changes about governmental and population in South Caucasia in 19th century. Karabağ is one of the regions experienced these changes. Karabağ Khanate where Azerbaijan Turks lived was proscribed by Tsarist Russia governance in 1822. New Russian Government tried to create a governmental and military reference point for itself placing Armenian population in this land. However, the result of this policy in 20th century is to form a basis for conflict between Azerbaijan Turks and Armenians. In his study, governing structure and change on Azerbaijan Turks and Armenians’ population rate in the region are presented dealing with Karabağ policy of Russia in 19th century
