The era defined as the information society has became visible with all its effects. These changes were inescapable followed by the states and they had to redefine their positions against their citizens. For OECD, E-government is predicated on leveraging the capabilities and power of Information Technologies, especially the usage of Internet, to deliver services provided by governments at local, municipal, state and national levels (OECD, 2003). In last ten years E-government has been rapidly spreading all over the World and some countries have already made a considerable improvement in this way. Nevertheless, when the aspects and potentials of E-governance, E-democracy is considered we see that the progress is in its infancy (Curtin, Sommer ve Vis-Sommer 2003). In recent times, Turkeys progress on the road to become an information society is intensified. Progress in both suprastructure as well as infrastructure has been continuing. In this study, world literature, the applications and practices of E-government has been compared and the few good examples have been identified. We identified some countries and their practices as good examples. At the same time the current developments and practices of E-democracy and E-participation in Turkey has been assessed. Finally, we looked at the possibilities of how to activate the available potentials for E-democracy and e-participation in Turkey.
