The ancient Turkish states constituted on four basic elements. There were people, independence, territory and law. People came into being in pursuance of the amalgamation of clans. Independence was a characteristic which ancient Turks gave a big importance to it and it had to a strong state structure for independence. Also, every Turkish state had been based on a specific territory and they had been governed under the customary provisions which were described as law. Unchangeable provisions of the customs were justice, equity and humanity. These provisions assured on the individual rights and freedoms. Ancient Turkish societies had some features such as discipline, free-thinking, courage, loyalty to past and the state. This study aims the administrative qualities of the ancient Turkish states to compare with the characteristics of the absolute monarchical regimes. First of all for this, it is to determine features of administrative structure by taking into account the elements of the state administration, and then it points out fundamental differences of the ancient Turkish state system from absolute monarchic models. The state assembly “Toy” and the laws how do have effects on the political power of the ruler are discussed. The inheritance method is evaluated. In social care; class stratification and private ownership, the roles of women in the family and the political arena are examined according to the monarchical system.
