Ministry of National Education has changed the appointment and displacement regulation of school principals in educational institutions. In accordance with this regulation, the principals who completed five years at a school have to replace their institutions. When the school principals are considered to be effective figures in achieving goals of the schools, developing, innovation and cultural creation, what results produced by this implementation is an issue worth researching. In 2010 and 2011, thousands of school principals had to change their schools with this regulation and we could not have any positive or negative results relating to this implementation. This study utilizes qualitative research methods. In order to determine the opinions of the principals who were exposed to rotation, semi-structured interview technique was used. According to the findings, all principals stated that the current regulation has serious deficiencies. They suggested that the principals should be appointed by the levels of their performance which is based on more equitable and objective criteria.
