Abstract:

Abstract: Underemployment and high unemployment rates observed in the member states of the European Union (EU) as of 1990’s, have required certain measures to be taken both by the EU member states and by the EU institutions in order to prevent foreign labour force immigration. However, due to their aging and diminishing population, the EU member states still carry on their attempts to provide the labour force which they need both for the jobs requiring high skilled workers and for the jobs requiring lower skilled workers. In this context, this study analyses the migration policy of the EU and its employment strategy and examines their effects on the Turkey’s EU membership process.  Key Words: Turkey, European Union, Employment, Immigration, European Employment Strategy   Avrupa Birliği (AB) üyesi ülkelerde 1990’lı yıllardan itibaren görülmeye başlayan düşük istihdam ve yüksek işsizlik oranları, gerek AB üyesi ülkelerin gerekse AB kurumlarının yabancı işgücü göçünü önlemek için bir takım tedbirler almasını gerektirmiştir. Ancak, Birlik üyesi ülkelerin, yaşlanan ve azalan nüfuslarının baskısıyla hem özellik isteyen hem de basit işlerde kullanılmak üzere ihtiyaç duydukları işçi açığını AB üyesi olmayan üçüncü ülkelerden temin etme girişimi de halen devam etmektedir. Bu bağlamda çalışmamızda öncelikle AB’nin göç politikası ve istihdam stratejisi analiz edilmiş ve bu politika ve stratejilerin Türkiye’nin AB üyelik sürecine etkileri irdelenmiştir.
