In this study we approach the concepts of religion, understanding of religion and state in a different way and observe that religion-state relations are shaped by the interpretation of these concepts. This study gives an overview of religionstate relations throughout the history of Islam and compares between what is present and what ought to be. Throughout the history of Islam there has been no separate clergy that was organized independent of the state and claimed sovereignty. For this reason, there has been no problem of domination among those who represent the state and the clergy and a different religion-state relationship compared to the West has emerged
