Özet:

Some plans were made on the educational institutions from primary school to university in Turkey by way of the 1869 Maarif-i Umumiye Nizamnamesi by policy makers that directed the Tanzimat in those days. If we would like to do an educational reform in Turkey, we Becker’s study can be a solution for the educational problems that we can not solve even today. There had been some factors that affected the educational reforms in Turkey in those days. Those were: Europeans that living in Turkey, students sent abroad for must consider on the cultural, moral and national values of Turkish society. It must be protected from being a society without its own strong national feelings and powerful historical connections. From the point of this view, by caring Becker’s valuable educational ideas, we believe that related with either instructional or educational programs must be developed by co-operation with western countries. And these kinds of studies must carry on. Key words : Educational reform, educational institutions, Tanzimat, cultural values.
