Schools are the most important parts of the education process containing the incomes and outcomes where the planned education policies are applied. Not correcting the problems in this part will affect the future years, type of raised people and their qualities and will lead to the growing of the problems. This problem in our country is one of the most urgent problems to be solved as education causes differentiation among regions and genders. In this study, it is found that schooling rate in pre-school period is 55,35 %, in elementary school 98,86 %, in secondary school 70,06 %, and in higher education 35, 51 %. What must be the ideal state considering the budgets saved for education activities from public resources?
