Abstract:

Today's states carry out their foreign policy aims via considering the soft power principles more often. Parallel to this approach, Turkey also endeavours to increase its influence in its region by utilizing a soft power paradigm. The concept of soft power, in this respect and its rising usage in the international relations discipline, is the origin of its research. The research focuses on under which conditions and to which regions Turkey could successfully utilize its soft power stemming from its historical and cultural accumulation and background. The research focuses on the activities of the TIKA in the Balkans as a soft power element of Turkey within the framework of post-Cold War regional developments. Particularly social, economic, technical and cultural programs of TIKA were taken into consideration as Turkey's efforts for peace and stability in the Balkans.
