The aim of this study is to analyze the ideas of school principals about the ‘decentralization’ which again came up with the Bill of Public Administration. Due to the data received from school principals, it is expected to make a contribution to the discussions about decentralization in Turkey with this study. In this study it is aimed to determine the efficiency of the applications during the transfer process of education to local authorities depending on the perceptions of administrators who make the biggest number of the contributors. The sampling is 52 education administrators in Eskişehir. Education administrators are chosen randomly. The data was observed with the ‘Decentralization Survey’. SPSS 13, 0 software packet is used to calculate percentage and frequency. In conclusion, it is observed that the education administrators within the research field give importance to Ministry- Province- School triangle among the decision authorities about decentralization. The general view about the findings of this study puts forward that education administrators do not give much responsibility to the areas, districts and municipalities about localization. According to the results of this study, it is observed that education administrators have lack of knowledge and ability to create a common culture about decentralization and devolution of authority.
