Abstract:

The purpose of the study is to identify the obstacles that female administrators encounter in seeking managerial positions and the reasons why women are so under-represented in managerial positions. The study focuses on the situation of women in managerial positions at central and provincial organizations within Ministry of Education and offers potential solutions to their issues. In this study, qualitative research technique was used. First, statistical data regarding the state of women in managerial positions in central and provincial organizations of the Ministry of Education was interpreted. Next, 32 administrators working at different levels in central and provincial organizations of the Ministry of Education were asked open-ended questions and their answers were analyzed. According to the research findings, women enter educational management at low levels. The results indicate that especially when moving on to higher levels of administration, women have no access to administrative positions. Moreover, the study shows that although there are no legal barriers to women entering managerial positions, the excess burden of their duties and responsibilities within the family, traditional points of view about women’s social position, and the male - dominated structure of the society prevent them from taking on managerial duties. As a solution, we suggest that some arrangements aimed at changing the traditional point of view pertaining to women’s gender roles and giving priority to female appointments to managerial positions should be made in order for to facilitate better representation of women at administrative levels.
