There has been a great attention of both public and private sector on the evaluation of performance workers that is one of the important roles of human resource management. This issue has become more important particularly after the enforcement date of Labor Law number 4857. This law enforced the employers to proof concrete argument(s) showing lower performance of the worker with which his/her job terminated. In other words the companies or firms should provide the documents which confirm the lower performance of the employee(s). These developments have directed attention of the firms towards more careful in the performance evaluation. In this study, we, initially, examine the theoretical approaches on the techniques of measurement of effectiveness of performance evaluation. We, further, provide and discuss the results of an application of the performance evaluation techniques to the two companies in services sector in Turkey. In analyzing the data on these two companies, we used the techniques of t-test and ordinary least square regression. The findings indicate the followings: The first, participation and justice are very important factors for employees in increasing their satisfaction from the system of performance evaluation and job. The second observation is that proper usage of factors of feedback and human resource scorecard increase the effectiveness of performance evaluation. The final finding is that inclusion of all workers in all the steps of the performance evaluation system makes the system to produce more efficient and correct results.
