The Europe was nearly destroyed during WWII, after the war the old continent has been born again from her ashes with the principles of co-existence. the Europe tries to take a place as a global actor with its own unique supranational structure in today’s international system. However, the European Union called as a civiliazation project and also accepted by some people as the best post-modern formation of unification among nation states in the world. This model continues in a progress and in recent stage, it becomes an economic giant and political dwarf in world politics. The most important reason for that situation is divergences between member states of European Union about especially security and defense issues. This study aims to examine formation process of European security structure and today’s existing situation. The study is consisting from two parts excluding introduction and conclusion parts. In the first part, the formation process of European security structure after World War II was briefly examined in historical context and the important cornerstone events about the security structure were explained. In the second part, firstly in the light of constitutional discussion, the Lisbon Treaty process was examined and than the taken decisions from Treaty of Lisbon about European security structure was analyzed. Finally, the recent decision-making mechanism of the EU about security and defense issues and than organs and units which forming such mechanism.
