Anayasal iktisat kavramı, devletin güç ve yetkilerinin nasıl sınırlandırılabileceğini ve nasıl sınırlandırılması gerektiğini araştıran bir düşünce türüdür. Anayasal iktisadın temel amaçları mali ve parasal disiplini sağlamak, siyasetçilerin seçim ekonomisi ve popülist politikalar uygulamalarını engellemek, devletin sınırlandırılması ile bireylerin iktisadi hak ve özgürlüklerini korumak ve garanti altına almaktır. 2008 Krizi’yle başlayan ve Avro Bölgesi Borç Krizi’yle devam eden süreçte, AB (Avrupa Birliği) ülkelerinin mali disiplini sağlayamadıkları görülmüştür. Bu sebeple çalışmada Avro Bölgesi borç krizinin derinden etkilerini hisseden ülkelerin mali kural olarak nitelendirilen Maastricht Kriterleri’ne uyumunun değerlendirilmesi amaçlanmıştır.
The concept of constitutional economy is a type of thought that explores how the power and powers of the state can be restricted and how it should be restricted. The main objectives of the constitutional economy are to ensure financial and monetary discipline, to prevent politicians from practicing the electoral economy and populist policies, to limit the state and to protect and guarantee the economic rights and freedoms of individuals. In the process that began with the 2008 crisis and continued with the Eurozone debt crisis, the EU (European Union) countries were unable to provide financial discipline. This is why the study aimed at assessing the compliance of the Maastricht Criteria, which is defined as the financial rule of the countries who feel the profound effects of the Euro Zone debt crisis.
