European Commission as one of the oldest institutions of the European Union performs great number of tasks. One of these tasks is to administrate the enlargement process via the Commissioner responsible for the European Neighbourhood Policy and Enlargement Negotiations. However, role of the Presidents of the European Commission in this process has been ignored. Turkey, as a candidate country, has been in a close relationship with the European Commission and Presidents of the European Commission. In this framework, this study chronologically examines the 2005-2017 period in which José Manuel Durão Barroso and Jean-Claude Juncker have been working as the president of the European Commission, and their discourses regarding Turkey-European Union relations. This study initially makes a short review of European Commission. The next chapter deals with the discourses during Barroso and Juncker periods. Consequently, it is seen that there are distinct differences between the discourses of the two Commission presidents regarding Turkey-European Union relations. While there are more moderate-critical discourses in Barroso period, they turn out to be more hard-critical discourses in Juncker period.
