The restructuring policies which aim to obtain continuity of the capital accumulation are obtained by the regulations which are stipulated by the international institutions that manage the world economy. Since 1980s, the IMF’s ‘economic stability policies’, the World Bank’s ‘structural consistency programs’, World Trade Organization’s GATS, which aims to commercialize the public services, and OECD’s ‘fundamental policies on regulatory reforms’ have been accepted as the functions of the economical, political and administrative transformation. They will be discussed in this study. Thus, the study aims to stress the neoliberal policies and their effect to the administrative transformation of the international institutions in the meaning of the regulations of the publicmarket relations. Since the transformation cannot be thought separated from the regulations on economic structure, economical, political, and administrative fields will be evaluated as a whole.
