In this study, it is aimed to create a system to keep 4/a insurers under a certain age (formerly SSK insurers) in formal employment without paying old age pension insurance whose satisfy the required conditions (number of premium payment days, insurance period and age) for old age pension act. In the construction of the system, it is proposed to refund income and stamp tax and insurance premium to insurers providing the required conditions together with the exemptions of employer contributions for the employers who are employed them. With this system, it is aimed to struggle with intend of unregistered employment for young retired people which is the major cause of the unregistered employment and to develop a mechanism relaxing the costs for the employers who are employed them
