SAY YASASI ÜZERİNE BİR İNCELEME KLASİK İKTİSATÇILARIN VE MARX'IN YORUMU

  Say Yasası, iktisat teorisinde ortodoks ve heterodoks yaklaşımlar arasında uzun süredir tartışma konusu olmayı sürdürmektedir. Bu çalışmada konu iki yönüyle ele alınmaktadır. Birincisi, Say Yasası'nın ortaya çıkışı ve klasik iktisatçıların yorumları incelenmektedir. Burada, Say Yasası'nın temel önermesinin genel bolluk olasılığının reddedilmesi olduğu görülmektedir. İkincisi, parasal kapitalist bir ekonomide bu önermenin geçerli olup olmadığı konusudur. Çalışmanın amacı, Marx'ın da belirttiği gibi, Say Yasası'nın geçerli olduğu koşulların kapitalist değil takas ekonomisi olduğunun gösterilmesidir. Anahtar kelimeler:Say Yasası, Klasik teori, Marksist iktisat, paranın işlevleri.     ABSTRACT Say's law has been a subject of discussion between orthodoxy and heterodoxy in economic theory for a long time. Two issues are addressed in this paper. Firstly, the origins and the interpretations of Say's law in classical literature are investigated. In this part, it is argued that the impossibility of general glut is the key proposition of the Say's law. The second and the more important issue is whether the said proposition is valid for capitalism. The purpose of this study is to indicate, as is also specified by Marx, that the circumstances wherein Say's law applies is not capitalism, but a barter economy.   Key words: Say's law, classical theory, Marxian economics, functions of money.
