The purpose of this study is to discuss affects of management administrative process on building a creative organizational culture. For this purpose, related literature was reviewed to examine in what ways administrators' approach in managing planning, organizing, communication, coordination, affecting and evaluation processes affect the development of a creative organizational culture. Based on literature review, discussions suggested that building a creative organizational culture necessitates; organization wide active participation in decision making, a proactive, adaptable and flexible planning perspective and a flexible and process focused organizing approach. Organizational effectiveness requires multi-way open channels of communication, a balance between organizational and individual motivators, an evaluation approach focused on increasing staff morale and establishing reliable system of coordination and cooperation.
