This study presents a discussion of transition to vocational colleges without the admission exam project in terms of project goals and alignment of vocational college curriculum with vocational high school curriculum. This project intends to increase quantity, physical and technical capacity of vocational colleges, to provide integrity between vocational high school curriculum and vocational college curriculum, to train semi-skilled manpower needed by economic sectors and to improve relationships between vocational colleges and business environment. There has been a limited expansion of vocational colleges outside the public sector. And also appropriate measures have not been taken to enhance improvement of vocational college-business relations. This limitation makes it difficult to train semi-skilled manpower with those qualifications needed by economic sectors. Curriculum development efforts seem to represent a limited revision of current curriculum, instead of focusing on needs economic sectors. Therefore, serious problems regarding employment of vocational college graduates are expected to surface in project implementation.
