The purpose of this study is to determine opinions of elementary school administrators and teachers on management by values. In the present survey model study “Management by values Scale” was used to gather data. In the scope of the study 407 administrators and 712 teachers employed in 21 city centers from the seven regions of Turkey were contacted. For the study percentage, frequency, arithmetic mean, t-test and analysis of variance were used. According to the data obtained from the study, when administration was concerned, the teachers showed a lower participation than the administrators and thought that the administrators displayed behavior of management by values “too” often. However, the administrators believed they carried out such tasks “completely”. There was a difference between opinions of elementary school administrators and teachers on management by values, depending on their position. Opinions of the school administrators did not differ according to gender, age, educational background, seniority and region of employment. There was no significant difference between opinions of the teachers according to gender and educational background, whereas there was a significant difference according to age, occupational seniority and region of employment.
