Siyasi, toplumsal ve kültürel alanda ortaya çıkan laiklik kavramı, Batı ve Doğu toplumlarında farklı gelişim seyirleri izlemiştir. Fransız İhtilali sonrası ortaya çıkan pozitivist felsefe, milliyetçilik ve özgürlük gibi düşünsel fikriyat Osmanlı’yı modernleşme döneminde oldukça etkilemiştir. Bu dönemde Fransa’ya gönderilen aydın gruplar, ilerleyen yıllarda bürokratik mekanizmalar aracılığıyla Osmanlı’dan Türkiye Cumhuriyeti’ne kadar devam eden modernleşme serüveninin katalizörü konumunda olmuşlardır. Laisizmin öncü konumunda bulunan Fransa'nın yaşadığı deneyimlerden ilham alan Kemalist kadro, yürütme gücünü elinde bulundurduğu süre içerisinde dini alanı sürekli değişime ve kontrole tabi tutmuştur. Böylece devlet hakimiyetinde gelişimine izin verilen bir dini yapılanma meydana gelmiştir. Çalışmada, ilk olarak tanımsal çerçeveler netliğe kavuşturulduktan sonra Fransız laikliğinin kurumsal düzeyde hangi aşamalardan geçtiği detaylı olarak incelenmiştir. Ardından Osmanlı’dan başlayarak Türkiye Cumhuriyeti’ne kadar süregelen modernleşme serüveni tetkik edilmiş resmi ideolojinin egemen olduğu tek parti döneminde uygulanan laiklik programları ayrıntılı bir şekilde ele alınarak her iki sistemin benzerlik ve farklılıkları üzerine çeşitli çıkarımlarda bulunulmuştur.
The concept of secularity emerging in the political, social and cultural field has followed different signs of development in Western and Eastern societies. The positivist philosophy that emerged after the French Conflict, the mental ideas such as nationalism and freedom have greatly influenced the Ottoman in the modernization period. The clear groups sent to France during this period have been in the position of the catalyst of the continued modernization of Ottoman to the Republic of Turkey through bureaucratic mechanisms in the years ahead. The Kemalist staff, inspired by the experiences of France, which is the leading position of laicism, has continuously changed and controlled the religious field during the time it has the power of its execution. Therefore, a religious creation that was allowed to develop in the government's domination was created. In the study, the first defining frameworks were cleared after the detailed examination of which stages the French secularism passed on the corporate level. Then the continued modernization flows from Ottoman to the Republic of Turkey have been checked; the secular programmes implemented in the single party period where the official ideology dominated have been detailed and various conclusions on the similarities and differences of both systems have been made.
