Abstract:

In order to ensure the sustainability of social life, the decisions that the governments make, taking into account the public interests and national interests, are implemented through the public policies, planning, proposal, legislation and implementation stages, which consist of their preferences and legal texts. With the last quarter of the twentieth century and the accelerated process of globalization in the early 21st century, a radical and continuous change has occurred in all areas of social life, and in this process the states, like other social organizations, have tried to re-form their policies under a constant change of their structure and nature, functions and function and pressure. The new rules and changing needs brought by digital life, especially due to the developments in accelerating information and communication technologies, with the removal of the barriers to trade, the increased political and economic powers of multinational companies, the security concerns arising from international migrations have made it compulsory for the public policies in all areas of social life, such as education, health, housing, social security, external relations, foreign trade and tax policies, to be reorganized, accessed and participated. In addition to the free and effective individual of participating democracy and localization that emerges with globalization, the possibility of threatening the future of national states, the form, autonomy powers and legitimacy are discussed, national security concerns are increasing, and countries form more different internal and external policies. The newly established public policies, such as Turkey, are raising security discussions in countries that are at the end of the geographical position and are entering the search for new policies. In addition, in the field of public administration policies, instead of the hierarchical state structure, an effective management between institutions, a multi-centric structure, a free market economy, and a network model that will be formed by mutual competition are preferred. In this study, the role of changes in public policies in Turkey in ensuring the continuity of the state apparatus, along with the process of globalization, is attempted to be discussed. The change in public policies, especially in the post-80s, with the influence of neo-liberal policies that have been politically and administratively effective, is to show a picture of the transformation in our country in the context of a new public administration, a new economic order, a security-axis foreign policy and localization. This study was carried out by conducting domestic and foreign sources scans with the quality research method.
