Abstract:

In Turkey, since 1933, the National Education Ministry has been conducted as a senior consulting body. The foundation of these was revealed by the "Law on the Maarif Organization No. 2287" and the first National Education Shura was also gathered in 1939. Since 1960, the planned development period has begun and the development plans have been prepared in this direction. From 1963 to 2013 there were 10 development plans implemented. The purpose of this research is to evaluate the decisions taken in the National Education Course during the planned development period and the decisions taken in the development plans regarding education. The study was done through the method of document analysis from the quality research methods and the visual analysis technique was used for the analysis of data. In this context, the documents relating to the Development Plans and National Education Schures, which form the data of the research, were first described and then interpreted in assumptions based on the results obtained. According to the results of the research, it is not always possible to make consistent decisions in the development plans and national education schemes that are expected to be directed to the Turkish education system. The development of the national education schemes in the framework of the objectives in the development plans is important for the development of education-related policies. From this point of view, this kind of work to develop educational policies must be addressed in a comprehensive perspective and the coherence between them is necessary. The monitoring of whether the decisions taken in the schemes and development plans are implemented will also make the process of implementation of education-related policies more workable.
