Bu çalışmanın amacı, Ortaöğretim Fizik Dersi Öğretim Programı (OFDÖP)’nı, program geliştirme süreci bağlamında analiz etmektir. Dokümanter analiz modelinde yürütülen çalışma, Milli Eğitim Bakanlığı (MEB)’in web sayfasında yer alan OFDÖP dokümanı üzerinden analiz edilmiştir. OFDÖP, Lise 9, 10, 11 ve 12. sınıfları kapsayan bütünleşik bir programdır. Bu programın geliştirilme sürecinde ihtiyaç analizi yapılmış ve taslak program, uzmanlar tarafından değerlendirilmiştir. Buna göre OFDÖP, program geliştirme süreci bakımından bilimsel niteliklere sahiptir denilebilir. OFDÖP, uzak hedef bağlamından analiz edildiğinde, açıkça vurgulanmasa da bu programın felsefi ve epistemolojik anlayış bakımından, 2007 yılı sonrasında geliştirilen ilgili programların devamı niteliğinde olduğu belirtilebilir. OFDÖP, kazanımlar bağlamında analiz edildiğinde ulaşılan sonuç şöyledir: Bu programda en fazla ders saati ve kazanımlar 12. sınıftadır. Ancak Yükseköğretim Kurumları Sınavı (YKS)’ye hazırlık sebebiyle, öğrencilerin lise son sınıflara devam oranı çok düşük olduğu için bu uygulamanın gözden geçirilmesinde yarar vardır. Program kazanımlarının, öğrenme alanı ve düzeyi açısından analizinde ise, programda duyuşsal alanla ilgili kazanımlara hiç yer verilmediği, psiko-motor alanla ilgili kazanımların sınırlı kaldığı ve kazanımların ağırlıklı olarak bilişsel alanda yoğunlaştığı anlaşılmıştır. Bilişsel alanla ilgili bu kazanımlar ağırlıklı olarak “kavramak” düzeyindedir. Analiz sonucunda, bilimsel ilkelere uygun olarak geliştirilen OFDÖP bütünleşik yapı, Türkiye Yeterlilikler Çerçevesi ve değerlere yaptığı vurgular itibarıyla yenilikler içeren ancak kazanımlar bağlamında, tutum ve beceriyi ihmal eden ve kavrama ile analiz düzeyinde bilişsel ağırlıklı bir program olarak değerlendirilmiştir.
The purpose of this study is to analyze the Secondary Education Physics Course Teaching Program (OFDÖP) in the context of the program development process. The study conducted in the documentary analysis model was analyzed through the OFDÖP document on the website of the Ministry of National Education (MEB). OFDÖP is an integrated program that covers high school classes 9, 10, 11 and 12. In the process of the development of this program, the need has been analyzed and the draft program has been evaluated by experts. According to this, OFDÖP can be said to have scientific qualifications in terms of the program development process. If the OFDÖP is analyzed from a remote target context, it may be not clearly emphasized that this program, in terms of philosophical and epistemological understanding, is a continuation of the relevant programmes developed after 2007. OFDÖP is the result achieved when analyzed in the context of the achievements is as follows: This program provides the lesson hours and the achievements are in class 12. However, due to preparation for the Higher Education Institutions Exam (YKS), it is beneficial to review this application as the student's continuation rate to high school final classes is very low. In the analysis of the program’s achievements, in terms of the field of learning and the level, it is understood that the program does not include any achievements related to the sensory field, that the achievements related to the psycho-motor field are limited and that the achievements are focused primarily on the cognitive field. These achievements related to the knowledge field are mainly at the level of "covering". As a result of the analysis, the OFDÖP developed in accordance with scientific principles; integrated structure, Turkey Qualifications Framework and its emphasis on values contains innovations; but in the context of achievements, the attitude and skills are ignored and the understanding and analysis level is considered a cognitive-focused program.
