Kamu yönetiminde etik, kamu gücünün ortaya çıktığı zamanlardan beri farklı formlarda yönetimin ana belirleyicilerindendir ve faziletli bir toplumsal yaşamın ve devlet-toplum ilişkisinin meşuiyet zemininde yürümesinin önkoşuludur. Kamu hizmeti, etik değerler üzerine kurulu olmadığı takdirde yolsuzluk, yozlaşma, devlete güvensizlik gibi sorunlar kronikleşme riskiyle karşı karşıya kalır. Kamu yönetiminde etik, kamu yönetiminden istenen iyi nitelikteki ilkelerin belirlenmesini ve bu ilkelerin kamu görevlilerince benimsenmesini içermekte ve bunun için bazı araç ve mekanizmaları gerekli kılmaktadır. Tesis edilen araç ve mekanizmalar ile kamu yönetimde etik dışı davranışlar elimine edilecek ve ahlak felsefesi kamu yönetimine hâkim kılınacaktır. Türkiye’de kamu yönetiminde etik, 2004 yılında Kamu Görevlileri Etik Kurulu’nun kurulması ile kurumsallaşmıştır. Kuruluşundan bugüne, yaptığı araştırmalar yayınladığı raporlar ve aldığı bağlayıcı kararlar ile Türk kamu yönetimine şeffaflaşma ve hesapverebilirliğin sağlanması, yolsuzluk ve yozlaşmanın önüne geçilmesine katkıda bulunmaya çalışmaktadır. Medya, dördüncü güç olarak bu katkıyı artıracak bir potansiyele sahiptir. Bu çalışmada, 2017 ve 2018 yılında basında çıkan Kamu Görevlileri Etik Kurulu haberlerinden yola çıkılarak kamu yönetiminde etik-medya ilişkisi analiz edilecektir. Analiz, içerik çözümleme yöntemi ile yapılacak ve haberlerin kamu gücünü kamu yönetimi etik kuralları doğrultusunda denetlemeye şeffaflığa katkısı tartışılacaktır.
Ethics in public administration has been one of the main determinants of governance in different forms since the time of public power has emerged, and it is the prerequisite for a beneficial social life and the state-social relationship to go on the ground of cohesion. If the public service is not based on ethical values, problems such as corruption, corruption, state uncertainty are at risk of chronicalization. Ethics in public administration involves the determination of the principles of good quality required by public administration and the adoption of these principles by public officials and requires certain tools and mechanisms for this. The established tools and mechanisms will eliminate unethical behaviors in public administration and the moral philosophy will be dominated by public administration. Ethics in the public administration in Turkey was established in 2004 with the establishment of the Public Officials Ethics Council. From its establishment to the present day, its research is trying to contribute to the transparency and accountability of the Turkish public administration, to the prevention of corruption and corruption. The media has a potential to increase this contribution as the fourth power. In this study, from the news of the Public Officers Ethics Board published in 2017 and 2018, the ethics-media relationship in public administration will be analyzed. Analysis will be conducted through the method of content analysis and the contribution of news to transparency to the public power in accordance with the ethical rules of public administration will be discussed.

Ethics in public administration involves the determination of good quality principles from public administration and the adoption of these principles by public officials and requires some tools and mechanisms. Non-ethical behaviours in public administration will be eliminated with the means and mechanisms established, and moral philosophy will be dominated by public administration. Public administration ethics in Turkey, in 2004, has been institutionalized through the establishment of Council of Ethics for Public Service. Since its establishment, it has been trying to contribute to the prevention of corruption, providing transparency and accountability to the Turkish public administration with its decisions, reports and publications. The media has the potential to increase this contribution as the fourth power. In this study, the ethics-media relations in public administration will be analysed based on the news of the Council of Ethics for Public Service in the press in 2017 and 2018. The analysis will be conducted with content analysis method and the contribution of news to transparency in controlling public power in accordance with the rules of public administration ethics will be discussed.
