Bu çalışmada, Osmanlı Dönemi Adana Hapishanesi, fiziki yapı, hükümlü ve tutukluların sayısı ve içinde bulundukları şartlar ile görevli personel açısından incelenmektedir. Genel olarak XIX. yüzyıl ikinci yarısı ile XX. yüzyıl başlarını kapsayan çalışmada, Cumhurbaşkanlığı Osmanlı Arşivi belgeleri ve ikinci el kaynaklardan faydalanılmıştır. Benzer çalışmalarda ülke geneli ya da herhangi bir vilayetteki tüm hapishaneler üzerinde durularak genel bir fotoğraf çekilmeye çalışılırken, bu çalışmada Adana Vilayeti merkez hapishanesine odaklanılarak hükümlü, tutuklu ve hapishane görevlilerinin hayatlarına dokunulmaya ve hapishaneler konusunda ülke çapında devam eden reform hareketlerinin sonuçlarının alana yansımaları takip edilmeye çalışılmıştır. Çalışmanın sonunda, Osmanlı Devletinde hapishaneye geçiş sürecinde yaşanan zorlukların Adana Hapishanesinde de yaşandığı, temel sorunların binanın kapasite ve sıhhi yönden, personelin ise nicelik ve nitelik açısından yetersizlikleri olduğu tespiti yapılmıştır. Mahkûmların hayatını da zorlaştıran bina konusunda merkezi idareyle iş birliği içerisinde mahalli imkânların da kullanılmasıyla çözüm üretilirken, personel alanındaki sorunların çözümü için ülke çapında yapılacak düzenlemelerin beklenilmek zorunda kalındığı ortaya konulmaktadır.
In this study, the Ottoman Period Adana Prison is examined in terms of the physical structure, the number of prisoners and prisoners and the conditions in which they are in. Generally the XIX. Similar studies attempt to take a general photo by focusing on all prisons throughout the country or any province, while this study focused on the central prison of the province of Adana to touch the lives of prisoners, prisoners and prison officials and to track the field reflections of the results of the ongoing reform movements across the country on prisons. At the end of the study, the difficulties experienced in the process of transition to prison in the Ottoman State were also found in the Adana Prison, the main problems were the capacity and health of the building, and the staff were inadequate in terms of quantity and quality. The building, which also makes the life of prisoners difficult, is produced with the use of local facilities in cooperation with the central administration, while it is revealed that the arrangements to be made across the country are expected to be made to solve the problems in the staff area.
In this study, Adana Prison in the Ottoman Period is examined in terms of its physical structure, the number of convicts and detainees, conditions, and its employee in charge. In the study, which covers the second half of the nineteenth century and the beginning of the twentieth century, Turkish Presidency Ottoman Archives and secondary sources are utilized generally. While similar studies try to take a general photograph by focusing on all prisons across the country or in any province, this study focuses on the central prison in Adana Province and tries to touch the lives of convicts, prisoners, and prison officers and to follow the reflections of the results of the ongoing reform movements across the country with regards to prisons on the field. As a result of the research, it is determined that the difficulties experienced during transition process in prisons were also encountered in Adana prison and main problems were related with the capacity and sanitary conditions of the building and the staff, who were incapable in terms of quality and quantity. It is put forward that the solution can be produced about the building, which hardened the life of convicts, by the collaboration with central administration and utilizing the local opportunities while nationwide regulations had to be expected for the solutions of the problems in the field of staff.
