1924 Anayasası Döneminde Uygulanan Adı Konmamış Kendine Özgü Bir Parlamenter Denetim Yolu: İzahat Talebi

Abstract:

Tarihsel olarak parlamento, siyasi iktidarın kontrol altına alınmasının bir aracı olarak ortaya çıkan siyasal bir mekanizmadır. Parlamentoların görevlerinden biri yürütmeyi denetlemektir. Parlamenter denetim yolları çoğunlukla anayasalarda ve içtüzüklerde yer alırlar. Ancak teamülen uygulanmış denetim yolları da bulunmaktadır. 1924 Anayasasında parlamenter denetim yolları arasında sual, istizah ve meclis tahkikatına yer verildiği görülmektedir. “İzahat talebi”, ne anayasada ne içtüzükte bulunmaktadır. Bu denetim yolu teamülen ortaya çıkan kendine özgü bir parlamenter denetim yoludur.

Abstract:

Historically, Parliament is a political mechanism that emerges as a means of controlling political power. One of the functions of the Parliament is to monitor the performance. Parliamentary control routes are mainly included in the constitutions and regulations. However, there are also the methods of testing. The Constitution of 1924 states that parliamentary audits include the proceedings, the proceedings and the parliamentary audits. “The request for the discharge” is not in the Constitution nor in the Internal Code. This control path is a unique parliamentary control path that emerges from the teamülen.
