Abstract:

In public administration, the principle is widely accepted that non-ethical practices, including the robbery system, are misleading and unethical, while the robbery system is widely accepted as an ethical, fair and fair staff regime.  This study aims to conduct an analysis of the public ethics of this widespread acceptance. For this reason, the steal system and other types of unlimited application are also explained by analysing the complexity of the terms in this subject and these terms are re-classed. Later, scratch, the robbery system and public ethics were comparatively studied as how it was addressed in the main flow theories. In the ASPA Code, the principles of loyalty are highlighted, and in the bureaucratic ethical approach, it is considered to be a low-ethical point of degradation. In contemporary approaches such as “the ethics of good reasons” and “the public professional ethics” it has also been shown that the principle of liability is conditionally or unconditionally defended. The study finds that the ethical theories that defend proportionality and variability are cautious about the direct and non-ethical of thefting and robbery system. However, the normative structure of the public ethics on the path of globalization and standardization has come to the final conclusion that the one-ethical code is correctly encoded.
