The soft power, which can be understood as influencing or transforming other actors in the framework of the economic/commercial reward mechanisms and the process of cultural or political translation of value, in favour of their own interests, without the use of military and political force measures, is one of the important tools used in international politics. In recent years, one of the actors that took steps on the use of soft power is China. Beyond its political values, Beijing, which aims to use its growing economic power and commercial capabilities as a soft power element, aims to revive the historic Silk Road under its own control. Just like China, Russia, which holds the systemic multilateralism in the forefront and is in conflict with the United States in various fields, has recently turned towards the use of soft power. Although Russia is far behind China in terms of economic power, it has aimed at establishing a regional hegemony through the Eurasian Economic Union, which it has shown as an institutional structure. However, the fact that both initiatives, in general, have targeted the same geography, also generates a prediction that China and Russia, which are joined in the sense of systemic demand for change in the current context, will be able to move towards a long-term conflicting competition concept.
