Bu araştırmanın amacı; 1416 sayılı Kanun kapsamında Millî Eğitim Bakanlığı yurt dışı burs programı ile yurt dışına gönderilen bursiyerlerin karşılaştıkları sorunları tespit etmek ve bu sorunlara yönelik çözüm önerileri getirmektir. Nitel araştırma yönteminin kullanıldığı araştırmada durum çalışması deseni kullanılmış ve bursiyerlerin ülke, öğrenim seviyesi, medeni durum gibi farklı durumları dikkate alınarak çalışma grubu oluşturulmuştur. Çalışma grubu amaçlı örnekleme yöntemlerinden maksimum çeşitlilik örneklemesine göre Amerika Birleşik Devletleri ve İngiltere’de öğrenim gören 20 bursiyerden oluşmaktadır. Araştırmada veri toplama aracı olarak yapılandırılmış görüşme formu kullanılmıştır. Nitel araştırma yöntemlerinden görüşme tekniği esas alınarak yurt dışında bulunan bursiyerler ile telefon üzerinden, yurt içinde bulunan bursiyerler ile de yüz yüze görüşme yapılmıştır. Yapılandırılmış görüşme formuyla elde edilen veriler ses kayıt cihazı ile kayıt altına alınmış ve sonrasında bilgisayar ortamında yazılı hale getirilmiştir. Yazılı hale getirilen verilerin içerik analizi ise Nvivo programı yardımıyla yapılmıştır. Yapılandırılmış görüşme formuna göre bursiyerlerin karşılaştıkları sorunlar kişisel/ailevi, akademik, dil kaynaklı, kültürel ve kurumsal sorunlar olmak üzere beş farklı tema altında analiz edilmiş ve her bir tema altında bursiyerlerin yaşadıkları sorunlar detaylandırılmıştır. Araştırma sonucunda elde edilen verilere göre bursiyerlerin en çok ekonomik konularda, eğitim sisteminin farklılığı, yurt içi dil eğitimi, yemek ve iletişim konularında sorun yaşadığı görülmüştür. Çalışmada bursiyerlerin yaşadıkları sorunlara yönelik önerileri analiz edilerek çalışma sonucunda çözüm önerileri sunulmuştur.
The purpose of this research is to identify the problems faced by the foreign scholars sent to abroad by the National Education Ministry’s foreign scholarship program in accordance with the Law No. 1416 and to bring solutions to these problems. The research method used the status study scheme was used and a working group was created taking into account the different situations of the scholars, such as the country, the level of education, the civil status. The maximum variety of sampling methods for the study group, according to the sampling, consists of 20 scholarships studying in the United States and the UK. In the study, a configured conversation form was used as a data collection tool. On the basis of the research methods of qualification, the conversation technique was carried out by telephone with foreign borrows and in-house borrows and face-to-face conversations. The data obtained by the structured conversation form was recorded with the audio recording device and then made written in the computer environment. The content analysis of the written data was done with the help of the Nvivo program. According to the structured interview form, the problems faced by the boursiers were analyzed under five different topics, including personal/family, academic, language, cultural and corporate issues, and under each topic the problems faced by the boursiers were detailed. According to the results of the study, the scholarships have seen problems in many economic issues, the differences in the educational system, the education of the domestic language, food and communication issues. The study analyzed the suggestions for the problems the boursiers are experiencing, and the results of the study presented solutions.
