Araçsal akıl, teknik olarak örgütlenmiş, amaçlardan çok araçlara ve verimliliğe odaklanan bir düşünce biçimini ifade eder. Bürokrasi ise insanlar arası ilişkilerde rasyonelleşme ve formelleşmenin artışı ile anlam bulan bir yaşam biçimi olarak değerlendirilmektedir. Hesap-kitap yapma, formelleşme, defter tutma, denetim ve mevzuata keskin bağlılık iki kavramın da ortak noktalarını gösteren olgular olarak değerlendirilebilir. Araçsal aklın bürokrasi ile bağlantısının yanında verimliliğe ve ekonomiye yönelik bir vurgusu da özellikle 1980 sonrası baskın bir ideoloji haline gelen neo-liberalizmin uzantısı olan "yönetimsellik"tir. Yönetimsellik, işletmecilik mantığına dayalı denetim ve kalite kontrol gibi ifadelerin kamu sektörüne geçişini ifade etmektedir.Bu çalışmada araçsa lakıl ve sosyal hizmet perspektifinde bürokrasi-sosyal hizmet ve bürokrasi-yönetimsellik ilişkisi ele alınmış ve gelişen teknolojilerin bu iki farklı olgunun etki alanını nasıl arttırdığı üzerinde durulmuştur.Sonuç olarak gelişen ve kendisi de başlı başına bir araçsal akıl ürünü olan yeni teknolojilerinin denetim, hesap kitap yapma ve verimliliği daha da baskın hale getirmesi bürokrasi ve yönetimselliğin etki alanına ivme kazandırarak sosyal hizmet eğitimi ve uygulaması açısından önemli soru işaretlerini gündeme getirdiğinin altı çizilmiştir.
Instrumental mind is a form of thinking that is technically organized and focuses more on tools and efficiency than on goals. Bureaucracy is considered a way of life meaningful with increased rationalization and formalization in human relationships. Accounting-booking, formalization, recording, audit and sharp commitment to legislation can be regarded as facts that show the common points of both concepts. In addition to the connection of instrumental mind with bureaucracy, an emphasis on efficiency and economy is also the “administration” which is an extension of neo-liberalism, which has become a dominant ideology especially after the 1980s. Management means the transition to the public sector of expressions such as audit and quality control based on the business logic. This study focuses on how the relationships between bureaucracy and social service and bureaucracy and management are addressed in the perspective of legal and social service and how developing technologies increase the scope of these two different phenomena.The new technologies that are developing and it is itself an instrumental intellectual product, the control, accounting bookmaking and making the efficiency even more dominant, by driving the scope of bureaucracy and management, the social service education and the application of the new technologies, the new technologies that are developing and it is itself a instrumental intellectual product, the new technologies that make the efficiency even more dominant.
Instrumental reason refers to a technically organized way of thinking that focuses on instruments and productivity rather than on goals. Bureaucracy, on the other hand, is considered as a way of life that finds meaning with the increase of rationalization and formalization in human relations. Arranging finances, formalization, bookkeeping, auditing, and a sharp commitment to legislation can be considered as showing the commonalities of both concepts. In addition to the connection of instrumental reason with bureaucracy, an emphasis on productivity and economy is "managerialism", an extension of neo-liberalism, which has become a dominant ideology particularly after 1980. Managerialism refers to the transfer of expressions such as audit and quality control based on business logic to the public sector. In this study, the relationship between bureaucracy-social work and bureaucracy-management in the perspective of instrumental reason and social work is discussed and how the developing technologies increase the scope of these two different phenomena is emphasized. As a result, it is underlined that the new technologies, which are products of instrumental reason and which are itself an instrumental mind product, make the control, arranging the finances and productivity more dominant and it accelerates the field of influence of bureaucracy and administration and raise important question marks in terms of social work education and practice.
