It is observed that by the induction of the economic crises approaching recently, globally in most of the world in public administration, Continental Europe’s idea of public administration which has improved as administrative law has turned into AngloSaxon public management. Thus, process-oriented and legislative administrative approach in the light of this new public management has transformed to outcomeoriented approach. This new approach has encouraged policy makers for integration of the private sectors’ performance management system to public administration system. Bu makale kaynakçada gösterilen ve yazara ait yayınlanmamış doktora tezinden türetilmiştir.In this study, the United Kingdoms’ hierarchic “From Top to Bottom” National Government Performance Management Model (NGPMM) has been analyzed and examined. It is determined that “scale has not been observed as an issue” in these two sectors while applying public performance management system practices in UK nationally. The main issue that this study point it out an existence of an enforceable powerful-holistic central government and the sociological structural types of the state that allows them to implement of the policies. In conclusion, besides the concept of "individual", "team" and "institution" terms in public performance management literature, this study has come up a new scale “ nation” to the terminology.
