Türkiye’de fırsat ve imkan eşitliğini sağlamak için yapılan uygulamalardan birisi, kırsal bölgelerde yaşayan öğrencilerin eğitim görebilmeleri için yatılı ve pansiyonlu okulların açılmasıdır. Bu kapsamda ortaoöğretim kurumlarında okuyan öğrenciler, pansiyonlu okullara yerleştirilmektedir. Bu araştırmada Karaman İli ortaöğretim öğrenci pansiyonlarında yaşanan problemleri tespit ederek bu problemlere ilişkin çözüm önerileri geliştirmek amaçlanmıştır. Araştırma, nitel araştırma desenlerinden olgubilim (fenomenoloji) deseninde yürütülmüştür. Veriler, Karaman İlinde pansiyonlu okullarda görev yapan, pansiyondan sorumlu 17 müdür yardımcısından toplanmıştır. Veriler yarı yapılandırılmış görüşme ile toplanmış olup, içerik analiziyle çözümlenmiştir. Karaman’da ortaöğretim öğrenci pansiyonlarında yaşanan sorunlar, fiziki sorunlar, insan kaynaklarıyla ilgili sorunlar ve mevzuattan kaynaklanan sorunlar olarak üç temada bütünleştirilmiştir. Fiziki sorunlar temasının altında pansiyonun projelendirilmesi ve binalarda kullanılan cihaz ve malzemelerle ilgili sorunlar tespit edilmiştir. İnsan kaynaklarıyla ilgili sorunlar temasının altında personel eksikliği, personelin disiplin ve performans sorunları, personel eğitiminin yetersizliği ve okuldaki diğer yöneticilerle eş güdümlü çalışma sorunları tespit edilmiştir. Mevzuattan kaynaklanan sorunlar teması altında, bakım onarım bütçesinin olmaması, nöbetçi belletici öğretmen ücretleri, yemek ücretlerinin yetersizliği ve pansiyonda başka okulun öğrencilerinin kalması sorunları tespit edilmiştir. Yapılan tespitler doğrultusunda uygulayıcılara ve araştırmacılara yönelik önerilerde bulunulmuştur.
One of the practices made in Turkey to ensure equal opportunities and opportunities is the opening of housing and pensions schools for students living in rural areas to see education. Students studying in the secondary school are placed in pensions. This research is aimed at developing solutions to these problems by identifying the problems experienced in the high school pensions in Karaman. The research has been carried out in the phenomenological (phenomenological) pattern of the quality research pattern. The data was collected from 17 assistant directors responsible for the pension in the Karaman Province's pensions schools. The data is collected through semi-configured interviews and analyzed by content analysis. In Karaman, the high school students' pensions have been integrated into three topics, such as problems, physical problems, human resources issues, and legislative issues. Under the subject of physical problems, problems related to the design of the residence and the equipment and materials used in the buildings have been identified. Under the subject of human resources issues, staff deficiency, staff disciplinary and performance problems, staff training deficiency and co-working problems with other managers in the school have been identified. Under the subject of the problems arising from the provisions, the lack of the maintenance repair budget, the guardians' guardians' teachers' wages, the lack of food wages and the problems of the remaining of other school students in the pension have been identified. According to the findings, recommendations were made to practitioners and researchers.
One of the services provided to ensure equality of opportunity in Turkey is the establishing of boarding schools for students living in rural areas. In this context, high school students are placed in boarding schools. The purpose of this study was to examine the problems encountered in the high school dormitories of Karaman. The study utilized the phenomenology pattern of qualitative research designs. The data were collected from 17 deputy principals in charge of dormitories by semi-structured interview, and analyzed by content analysis. The problems were integrated into three themes: physical problems, problems related to human resources and problems arising from legislation. Project designing of the dormitory, equipment and materials used in buildings were identified under the theme of physical problems. Personnel shortages, personnel discipline and performance problems, insufficiency of personnel training and coordination problems with principals have been identified under the theme of problems related to human resources. The lack of maintenance and repair budget, the tutor fees, the inadequacy of food fees and the problem of other school students staying at dormitory were determined under the theme of the problems arising from the legislation. In line with the findings, suggestions were developed to the practitioners and researchers.
