Ombudsmanlık kurumu insan haklarının korunmasına ve insan hakları ile ilişkili idarenin işlemlerinin denetlenmesine aracılık eden ulusal insan hakları kurumlarından bir tanesidir. Literatürde ombudsmanlık kurumunun dünyadaki ve Türkiye’deki gelişimi ile hukuki statüsü gibi konularda oldukça değerli çalışmalar mevcuttur. Ancak uluslararası boyutlarıyla ombudsmanlık kurumunu, bu alanda ortaya çıkan mevzuatı ve ombudsmanlık ağları ile ilişkileri çerçevesinde Türkiye’de ombudsmanlık kurumunun gelişimini ele alan yeterli kaynak bulunmamaktadır. Çalışmada ombudsmanlık kurumunun uluslararası boyutlarına değinilecektir. Ombudsmanlık kurumlarına ilişkin uluslararası ağlar ve koordinasyon kuruluşları ortaya konacaktır. Türkiye’de ombudsmanlık kurumunun gelişimi ve kurumun uluslararası koordinasyon kurumları ile ağlarla olan ilişkileri ele alınacaktır. Çalışmanın temel amacı T.C. Kamu Denetçiliği Kurumunu uluslararası boyutlarıyla ele almak ve bu alanda literatüre katkı sağlamaktır.
The Ombudsman institution is one of the national human rights institutions that mediates the protection of human rights and controls the human rights-related administration. There are many valuable studies about the ombudsman institute's legal status and its development in Turkey and in the world as well as in the literature. But the resources about the ombudsman institution with an international dimension and ombudsman institution in Turkey within the framework of relations with international ombudsman networks are insufficient. In the study, the international dimensions of the Ombudsman institution will be mentioned. International networks and co-ordination institutions about ombudsman institutions will be noticed. The development of the Ombudsman institution in Turkey and its relationship with international coordination institutions and networks will be discussed. The main objective of the study is to evaluate the Turkish Ombudsman with its international dimension and to contribute to the literature in this field.
