Fransa Cumhurbaşkanı Emmanuell Macron Sorbonne Üniversitesindeki bir konuşmasında Avrupa Müdahele İnisiyatifi’nın (EI2) kurulacağını ifade etmiştir. EI2 planlandığı şekilde hayata geçirildiği takdirde Avrupa Birliği’nin mevcut kurumlarının önemli bir açığını kapatabilecek potansiyele sahip olacaktır. Avrupa için oluşabilecek tehditlere karşı ortak analizlerde bulunarak kriz durumlarında gerekli operasyonel müdahele kararlılığına sahip olacaktır. Bütün Avrupa devletlerini kapsaması planlanan EI2, AB üyesi olmayan devletlere de hitap edecektir. Avrupa’da operasyonel anlamda önemli bir eksikliği kapatması öngörülen bu oluşum şayet yeterli siyasi destekten uzak kalacak olur ise şimdiye kadar hayata geçirilmeye çalışılan fakat kendisini tarihin çöplüğünde bulan diğer projelerden farkı kalmayacaktır. EI2 Avrupa için tanımlanan ortak stretejik kültürü geliştirebilmek adına önemli bir fırsattır. Şayet Avrupa devletleri bu fırsatı değerlendirmezler ise benzer bir fırsatı belki de çok uzun yıllar beklemek zorunda kalacaklardır. Fransa ile beraber AB’nin önemli diğer bir üyesi konumundaki Almanya’nın bu oluşumun neresinde olacağı sorusunun cevabı, EI2’nin geleceği ve Almanya - Fransa ilişkileri açısından son derece mühimdir.
French President Emmanuel Macron said in a speech at the University of Sorbonne that the European Intervention Initiative (EI2) will be established. If EI2 is implemented as planned, it will have the potential to close a significant gap in the existing institutions of the European Union. By conducting joint analyses of threats to Europe, it will have the necessary operational intervention in crises. The EI2, which is planned to cover all European countries, will also address non-EU countries. This formation, which is planned to close a significant operational deficiency in Europe, if it will remain away from sufficient political support, it will not be different from the other projects that have been tried to be implemented so far but find themselves in the dust of history. EI2 is an important opportunity to develop a common strategic culture defined for Europe. If the European countries do not appreciate this opportunity, they may have to wait for a similar opportunity for many years. The answer to the question where Germany will be in the position of another important member of the EU, along with France, is extremely important for the future of the EI2 and for the relations between Germany and France.
President Macron, in his speech at the Sorbonne University, announced the founding of the European Intenrvention Initiative (EI2). If the EI2 can be implemented as planned, it will fill an important gap in the defense of Europe. In times of crisis, the intervention initiative should help to analyze joint dangers through joint analysis and to help joint operations out of the crisis. Thus, the strategic goal, the European strategic culture, can be achieved. If the EI2 gets enough political support, an important EU operational gap will be closed. If this support is lacking, then the EI2 will land on the top of the history’s midden heap like the previous attempts. The project is a very suitable opportunity to develop a common strategic culture in Europe. But if the opportunity is not taken, European countries will have to wait a long time for the next opportunity.
