Abstract:

Today’s world witnesses structural alterations and transformations originating from technological and innovational activities. These new economical alterations and transformations make information have a commercial aspect by passing it through the screen of innovation. Innovation, being the focal point of the new economy notion, is now accepted as the most important power factor for the competition among countries. The countries, having the consciousness that possessing the innovation is a power, give innovation and R&D based policies priority in their development processes. Especially, the innovation success of developed countries is reflected in their economic growth figures. In today’s Turkey, where information is a power and strategy factor for international competition, innovation indicators have an important role in ensuring economic growth and development. In this direction, primarily the main concepts, approaches and models about innovation are discussed in this study. After that, the new economic tendencies in OECD countries and the scientific and technological policies reflecting Turkey’s innovation policy are mentioned. Afterwards, among OECD’s innovation and technological indicatiors, 16 selected up-to-date indicators including Turkey’s data and being coherent with the study’s content are used and multivariate scaling analysis and cluster analysis are implemented. The aim of these analyses is to identify the similarities and differences of innovation among OECD countries and to determine and interpret Turkey’s position among OECD countries in terms of innovation
