Bir toplumu şekillendiren sektörlerden biri de sağlık hizmetleridir. Sağlık hizmetleri aynı zamanda yüksek miktarda harcamaların olduğu bir sektördür. Ayrıca güçlü bir ekonomik getiri alanıdır. Dünyada ki bazı ülkelerin gelirinin önemli bir kısmı sağlık hizmeti alanından sağlanmaktadır. Bu durum iller için de aynıdır. Türkiye’de bazı iller sağlık alanında daha ön plana çıkarken bazıları ise bu alanda oldukça yetersizdir. Bu çalışmanın amacı Türkiye’deki bütün illerin sağlık performanslarını ölçmektir. Bu doğrultuda analiz için veri zarflama analizi paket programı olan DEAP programından yararlanılmıştır. Karar verme birimlerinin (KVB) girdi değişkenleri yatak sayısı ve hekim sayısı iken, çıktı değişkenleri ise yatan hasta sayısı ve toplam ameliyat sayılarıdır. Analiz sonucunda 5 KVB etkin sınırda yer almış olup verimli bulunmuşlardır. KVB’lerin genel verimlilik oranı %0,69 olarak bulunmuştur. Etkin sınırauzak diğer bir ifade ileverimsiz KVB ise %32 verimlilik oranıyla Kırıkkale bulunmuştur. Çalışma sonucunda kaynakları verimsiz kullanan KVB’lerin verimli hale gelebilmeleri için tavsiyelerde bulunulmuştur.
One of the sectors that shape a society is healthcare. Healthcare is also a sector with a high amount of spending. It is also a strong economic zone. A large part of the world’s income is provided from healthcare. This is the same for the people. In Turkey, some countries are more advanced in the field of health, while some are quite insufficient in this field. The aim of this study is to measure the health performance of all the provinces in Turkey. The DEAP program, which is the data coverage analysis package for analysis in this direction, has been used. Input variables of the decision-making units (KVBs) are the number of beds and the number of doctors, while output variables are the number of patients and the total number of operations. According to the analysis, 5 KVBs were placed on an effective boundary and were found efficient. The overall efficiency ratio of KVBs was 0.69%. Another expression of effective boundary with unefficient KVB was found with a 32% efficiency rate. The results of the study have been advised that KVBs that use the resources inefficiently can become efficient.
