Birleşmiş Milletler Güvenlik Konseyinin Mart 1964’de Kıbrıs için aldığı 186 sayılı Kıbrıs kararı şu şekilde başlar: “Kıbrıs ile ilgili mevcut durumun uluslararası barışı ve güvenliği tehdit etmesi muhtemel olduğu ve barışı korumak ve olabilir bir çözüm bulmak için derhal ek önlemler alınmadığı sürece daha da kötüleşebileceği aşikârdır.” Yine aynı yılda 5 Haziran 1964 tarihinde dönemin Amerika Birleşik Devletleri Başkanı Lyndon B. Johnson İsmet İnönü’ye yazdığı mektupta ise: “Türkiye NATO üyesi bir ülke olan Yunanistan ile arasında bir gerilim yaratacak, Kıbrıs’a müdahale gibi bir hareketlilik içine girmesi durumunda, Sovyetler Birliği’nin Türkiye’ye yönelik olası bir işgali karşısında, NATO’nun bu işgale müdahalede çekimser kalabilecektir. Ayrıca böyle bir girişimde, Türkiye Amerikan silahlarını kullanamaz” diyordu. Ancak bütün bu baskı ve çifte standartlara rağmen Türkiye Kıbrıs’tan vazgeçmedi ve uluslararası alanda tezlerini yüksek sesle savundu. Bu çalışmada ise Türkiye ve Kıbrıs Türklerinin uluslararası arenada yalnızlaştırılmak istenmesine rağmen gösterdiği diplomatik çabalar ele alınacaktır.
The UN Security Council Decision No. 186 for Cyprus in March 1964 begins as follows: “It is clear that the current situation in Cyprus may threaten international peace and security and may worsen further unless additional measures are taken to maintain peace and find a possible solution.” In a letter to the President of the United States of America, Lyndon B. Johnson, on June 5, 1964, he said: “Turkey will create a tension between Greece, a NATO member country, and if it enters into a movement such as intervention in Cyprus, the Soviet Union will be able to keep the NATO in this intervention in the face of a possible occupation of Turkey. In such an attempt, Turkey cannot use American weapons.” But despite all these pressures and double standards, Turkey did not give up Cyprus and held its theses in the international field with a loud voice. In this study, the diplomatic efforts of Turkey and Cyprus Turks will be discussed despite the desire to be isolated on the international arena.
