ULAŞTIRMA ALTYAPISININ BÖLGESEL BAZLI LOJİSTİK SEKTÖRÜ ÜZERİNDEKİ ETKİNLİĞİNİN VERİ ZARFLAMA YÖNTEMİ İLE ÖLÇÜLMESİ

Abstract:

Bu çalışmada Türkiye’deki İstatistikî Bölge Birimleri Sınıflandırması Düzey 2’de yer alan bölgelerin lojistik performansı, bu sektörde faaliyet yürüten işletmelerin ciroları üzerinden ölçülecektir. 2015 yılına ait verilerin kullanıldığı çalışmada veriler Türkiye İstatistik Kurumu ve Karayolları Genel Müdürlüğünden elde edilmiştir. Bölgelerin etkinliğini ortaya koymak için veri zarflama analizi (VZA) kullanılmıştır. Bu bağlamda girdi olarak karayolu uzunluğu, demiryolu uzunluğu, limanlara uğrayan gemi sayısı, uçak iniş-kalkış sayıları, gayrisafi yurtiçi hâsıla ve taşıt sayısı kullanılırken, çıktı olarak lojistik sektöründe faaliyet yürüten işletmelerin ciroları analize dâhil edilmiştir. Araştırmanın sonucunda elde edilen bulgulara göre hem CCR hem de BCC modellerine göre etkin çıkan bölge sayısı 5’tir. Bu bölgeler sırası ile TR10, TR33, TR42, TR51 ve TR 90 bölgeleridir. CCR modeline göre etkinliği en düşük bölge TRA1 olurken BCC modeline göre ise TR83 bölgesi olmuştur.

Abstract:

In this paper logistics performance of the region in the Nomenclature of Territorial Units for Statistics Level-2 in Turkey will be measured through the turnover of enterprises operating in this sector. In the study data for the year of 2015 were obtained from the Turkey Statistical Institute and the General Directorate of Highways. Data Envelopment Analysis (DEA) was used to reveal the effectiveness of the regions. In this context, while the length of the road, the length of the railway, the number of ships coming to ports, the number of aircraft landing and take-offs, gross domestic product and total number of vehicles were used as inputs, besides that the turnover of enterprises operating in the logistics sector is used as an output are included in the analysis. According to the findings of the study, 5 regions are found effective both CCR and BCC models. These regions are TR10, TR33, TR42, TR51 and TR 90 respectively. While TRA1 was the lowest efficiency region according to the CCR model and TR83 by the BCC model.
