Türk unvanları yalnız dil tarihi açısından değil, genellikle kültür tarihi ve özellikle de Türk devlet hukuku tarihi bakımından da çok önemlidir. Türk devletlerinde siyasi ve sosyal bir konum ya da bir kamu görevi ifa eden bazı unvanlar bulunmaktadır ki, bunların açıklanması ile eski Türk topluluklarının sosyal bünyesini ve hukuki teşkilatını anlamak mümkün olacaktır. Bununla birlikte Türk devletlerinde kullanılan unvanlardan bazılarının İslamiyetin kabulünden sonra da devam etmesi Türk devlet ve idare teşkilatının sürekliliğini göstermesi bakımından da önemlidir. Askerî ve idarî unvanları kullanım bakımından birbirinden ayırmak kolay değildir. Türk tarihinde birçok idarî yetki ve sıfatlar aynı zamanda askeri görevleri de kapsamaktadır. Ancak bu çalışmada tarihî kaynaklar, etimolojik araştırmalar ve sözlüklerin verdiği bilgiler doğrultusunda, Türk Tarihinde kullanılan idarî unvanlar ele alınacaktır.
Turks established states such as under the name of Scythian/Saka, Hun, Shatuo, Gokturk, Uighur in the Middle East and each of these states formed a political structure suitable for their own conditions, and lifestyle and needs of the society in order to meet the needs of the ruled society. As a result each state had some institutions forming their organization and titles used by the people representing these institutions. The initial form of Turkic state organization was seen in the Hum Empire. In addition to that, initial data about Huns were in the Chinese and Roman historical records. Because of this, the titles used in Turkic administrative organization were thought to be borrowed from foreign languages such as Chinese and Sogdian. The titles recorded in the old Turkish and the synonyms of these titles have been the subject of lots of studies with regard to cultural history and ethymology. In this study, the titles and epithets used in the Turkic administrative organization will be handled in the light of Turkic sources and foreign records.
